Mianyang Radio and TV University is located at No.71 of the southern section of Changhong Road within the 1 st Ring Road, to the west of which is a main road and the quiet and secluded Nan Mountain, the east the dark green and tranquil Anchang River. Our university is administrated by Mianyang Municipal Government, guided directly by the local education bureau and instructed by Central Radio and TV University and Sichuan Radio and TV University . By means of modern information technology, we practice modern and open long-distance education mainly with the help of a variety of multimedia such as computer network, radio and video, CD, CAI courseware, literal and audio-visual teaching materials. We practice the following three levels of education for a degree: technical secondary education, 2-3 years undergraduate education and 4-5 years undergraduate education, and education not for a degree such as in-service and vocational education and further education after graduation from colleges and universities. The academic certificate of higher education issued by our university, which is called ＾the international passport￣, is widely acknowledged in the U.S. and European countries and the world as a whole. In the year of 1999, our university was awarded ＾First-class University￣ by Sichuan Education Committee.

Our campus, which covers 13,320 square meters and has a construction area of 15,000 square meters, possesses capital assets of more than 10,000,000 RMB, two sets of satellitic ground reception station, and the newly-established intranet within the campus, audio-visual reading room, electronic reading room, computer network classroom and multifunctional auditorium, used as bidirectional visual teaching devices, as well as comprehensive and modern equipments for teaching and living such as library, standard students' dormitory and dining-hall. Within the administrative range of Mianyang, we have two branch universities ( Santai Branch University and Jiangyou Branch University ), two workstations (Yanting Workstation and Changhong Workstation) and eleven teaching sites with students from all over the city of Mianyang as well as from its counties and towns. We have full-time and part-time teachers more than 350; over 50 of them are associate professors or above and more than 210 of them are lecturers.

We provide such disciplines for the 4-5 years undergraduate: Chinese, finance, law, business management, English, computer application, accountancy and education administration, and the 2-3 years undergraduate: computer application, law, accountancy, education for primary school, education administration, English, tourism and restaurant management, advanced nursing, finance, pharmacy and audit, as well as technical secondary students: electronic technology, machinery manufacturing, computer, dress designing and producing and tourism. Our way of running the university is flexible and students can choose courses freely and independently. Our university practices a combination of credit hour and academic year, and course credit for different levels of disciplines is valid for 8 years. Those who have failed in an exam are allowed to attend make-up exams several times until they pass the exam. Also, those who have causally dropped out of school are permitted to continue their studies and obtain their diplomas they aimed at originally. If permitted, students are allowed to study elective courses out of their disciplines and grades. If they pass an exam, the credit is valid and will be grouped into the total credit. Additionally, cooperating with the world-renowned university---- Tsing Hua University , we have established ＾Mianyang long-distance education Teaching Station of Tsing Hua University￣. Since the year of 2002, we have been enrolling students who were 2-3 years undergraduates and want to obtain a bachelor's degree, and who attend advanced studies for a master's degree. We have accumulated ample teaching and administrative experience since the university was set up more than 20 years ago. We have systemized and partially-modernized our enrollment administration, student's status administration, teaching administration, examination administration, station administration and teacher administration. Our university is now in the trial project ＾Reform and Open Education of Talent-cultivated Pattern of Central Radio and TV University￣ and we are setting up a new educational and teaching model, with the students' independent study at the center to carry out teaching and administration, attaching importance to cultivate teaching resources and consummate devices for study, giving full play to various means of modern long-distance educational technology, and realizing the transformation from close education to open education, from teacher-centered education to student-centered education, and from administration to curriculum administration. Students are provided with the opportunity not only to listen to the top teachers in China via various media but also to practice real-time or non-real time intercommunion with them, as well as to make atmost use of disciplinary resource database, case database, reference materials database, renowned teacher's homepage database and self-examination database to fully enjoy the advantage of modern long-distance education. On July 11 th , 2002, Huang Xuejiu, the Mayor of Mianyang, had a precise orientation for Mianyang Radio and TV University in the article ＾Persisting in multiplex running of the university, integrating educational resources, accelerating to construct the higher education system of Mianyang, the city of science and technology￣, ＾Mianyang Radio and TV University is expected to take good advantage of its network, organically integrate various modern long-distance educational resources, construct open and independent study center, powerfully functional teaching-aided service center, further vocational and technical education center and long-distance educational center for teachers from primary and middle schools, and form as quickly as possible a new teleeducational network of Mianyang Radio and TV University and cultivate more multi-disciplinary and multi-level talents.￣
